No offense, but if you don't know what you should do you probably shouldn't be reformatting your PC. I don't mean this in a bad way, but it's as if I said "I took off my spark plug cables, and I was rebuilding my engine, now what should I do?".
If you are sure you want to reformat it, you need to boot in a safe mode, preferably directly to a DOS disk with the format program on it. Then you can reformat without fear of interference.

Try booting the computer with the operating system CD and then reformatting.

You must boot from the windows CD.
You can't tell the hard disk to format itself using information on the hard disk.

do one thing check bois and set the boot sequence as 1)cd-rom
and save and exit from bios
then procced.and check the powercard

maybe you're not logged on as an administrator. If so, it won't let you do any system changes.
