That's a huge undertaking,. but I've known a few who have done it.

One mans feature is another mans indie.
Do you have a script first of all?
Do you have a budget in mind?
Do you have any stars who have given their interest in the project?
Do you even know what a package is?
If not, what youre asking is how to finance your indie.
Because unless you have the attention of an exec, or prod co, all youre trying to do is anticipate your movie is a winner.
With no real attention towards it, youd have to come up with the monye yourself.
Clerks was made for 27,000, and at that time it wasnt remotely considered a feature, high concept picture.
To this day, its still argued if its just an indie or more, even with its massive popularity and a sequel recently released.
Your best best is to try gaining attention to the script you may or may not have written. Otherwise its time to max out those charge cards, and finance it yourself.
The one good thing is that movieslike Clerks, El Mariachi, Blai Witch, heck even SAW and that open water, were minimal investments that poured out millions.
But if your talking about a 10, even 20 million dolar budget, and you havent done anything, not even went to film school, well then theres not much hope for you,accept to do it yourself.
