An old question that is still relevant in 2015, and has yet to have a realistic answer. I'll give it a try.

The sexual repression of women and people in general stems from an attempt to pacify and control the populace, culture and society. Likely originating from an observation that while any man can provide the "seed" for reproduction, it's useless with out a primary vessel, a womb, to carry it. As such, survival of a tribe or community was dependent on acquiring, protecting and controlling the groups most valuable asset: healthy, fertile women. More women = more children faster = a bigger, stronger "tribe". This early focus on strength through growth is most likely what inspired the repression of homosexual activities as well.
Throughout the ages, this idea has been repeatedly used to validate the repression, subjugation, and removal of agency/choice from and of women of any given society/culture though some matriarchal cultures use these same tactics to control the men of the group.
On to western culture. As early as the 1920's but mostly stemming from the feminist movements of the mid 70's-80's, the sexual repression of women was taken from the western patriarchy, who viewed sexuality in general as obscene, but less so from men, and is heavily influenced by matriarchal feminism, who sees sexuality as obscene, especially from men, and women's modern expression of sexuality as obscene because it facilitates male privilege, validates exploitation, objectification, & violence against women, and hinders the socio-economic growth of women.
And this crept into our child raising, where boys are taught not to act sexually toward women because it's objectifying and offensive, and girls are taught that exhibiting sexuality will cause you to not be taken seriously and/or can lead to her being raped, considered a slut, objectified, exploited, disrespected, abused, discriminated against, killed, dishonored, disenfranchised, subjugated and a slew of other negative associations and consequences of exhibiting sexuality in almost every instance.
All of this has created a frustrated, repressed group of desexualized/sex-negative women and sexually confused or desexualized men.

TL:DR - Due to the strong influence of sex-negative feminism and it's misandric message of rape-culture, modern, western world women are taught that sex is bad, men are sexually violent, and sex denial is empowering.

Women who let themselves be sexually repressed will be sexually repressed. If a woman is confidant in her sexuality she will be able to express her sexuality freely, respectfully and without regrets. The only women who are sexually repressed are those who constantly worry about what others think of her, and that is no way to live.

Maybe its cause I live in Las Vegas and being sexually repressed isn't really in the cards over here. in fact, your sexuality is of great discussion sometimes. I'm sure the rest of the cournty doesn't work this way, in fact when I lived in Texas, things just were different. I don't think that America is really repressed as a whole, but there are people who are. It may be the values that the people were brought up with, it maybe in the genes. But when it comes down to it, making people express their sexual nature isn't really going to work. That is what makes humans, humans. Free-will. Just because some people don't like to watch two people of the same sex kiss, doesn't make them a prude, it just makes them human. Just because some people don't like to watch sex scenes on TV doesn't make them prude, makes them funny<--- that is just my opinion. Just because when some one comes to work on Monday and don't want to talk about their sexual conquests over the weekend, that doesn't make them a prude. It's called culture. No more than having woman only cook and clean, or men only can do manual labor. (not condoning that, just that's how it works in some cultures). Culture is what seperates the world, and I think comparing our "conservativeness" to Islamic nations is probably going a bit to the extremes. We still have sex on tv and movies and talk about it in real life. We could just start chopping off heads and hands for public display of affections. When we get that far, go ahead, compare us to Islamic nations.

FIRST, simply because we still have double standards for men and women. If a man has sex with a lot of different women he is a stud, a player, his behavior is socially acceptable, or at least not frowned on.

If a woman has sex with more than just a couple of guys she is a whore. The kind of girl you have fun with, but don’t marry. Even another woman will call her a whore.
While most of us want to believe we are more enlighten about sex....society as a whole is not.

Women want to be the good girl, daddy's good little girl, to be respected and loved. Men want a woman to be sexual, to enjoy sex and to have sex freely with them, even on the first date, just not with anyone else. But if she puts out on the first, second, third date, for you, and then she would have sex with anyone and is once again a whore. Can't have it both ways!

Yet there is no set rule on how many is too many partners for a woman.

If a woman is in a committed relationship and is having a hard time expressing herself sexually, doest seem to enjoy sex, ect., there are several possibilities, she was molested as a child, she was raped or there is a medical problem that may make sex painful for her.

So if you are with someone who is sexual repressed, talk to her lovingly and find out why she is uncomfortable in her own sexuality.

If most of the women you are meeting are sexually repressed, maybe it's you. Either you don't do it for them, or you're picking those kind of women.

What women are you around? lol, most women these days aren't sexually repressed. Some prefer not to talk about it for modesties sake, and for the element of mystery.

In the Victorian ages it wasn't proper for women to enjoy sex. To enjoy it, you usually had to be a prostitute. Women weren't allowed to have sex a lot unless it was to get pregnant. We were basically held back because of all the orgies and sexual adventures that went on before then with the Greeks and such. But since the Victorian ages weren't that long ago, a lot of women still have that idea stuck in their heads and can't really feel comfortable with sex.

blame your father and grandfather and great grandfathers.
even your female ancestry.
in the (recent) past, women who were even a little outgoing, or outspoken, were frowned upon, and were not suitable wives, since they needed to be submissive and obedient to their husbands.
and, heaven forbid, sexually adventurous women would never get married, as no man wants leftovers. men want to marry virgins, so they get to pop her cherry, and be the best thing ever, and not be compared to previous lovers.
it about male ago's really.
also, even slightly sexual women were either prostitutes, or if she were a respected lady, she would be sent off to a convent to repent, and if her wantoness still remained, she would be exorsised, or even burnt at the stake as a witch.
no wonder we are scare sh*tless at being sexually liberated.
even i, at this stage of my life, i still look at a sexually advanced woman as a slut and a whore. and im a feminist!
and woman who sleep around a lot, is called a slut, when men are the biggest sluts of all.
men still walk around talking about how easy some girls are, and we hear the way you talk, so we'd rather keep ourselves reserved and not be talked about behind our backs.
i'd rather be a prude than a slut anyday.
