Heya!
You can take SATs in a lot of places in Singapore. The upcoming SATs in May is being offered in a few JCs as well. These are the constant ones in which SATs is taking place:
ACJC
Starhub centre
AEC Training Centre
American School
plus a few others which I can't rmb off the top of my head. But when you registers, they will give you a list of options available and you can select.
FYI, SATs takes place only on Saturdays at 8am. It occurs on average, once a month. Hope this helps! =D
