If you speak Japanese you can apply to any university, but the school year starts in April, so you, being a foreign student would need to apply at the latest by January, but of course, earlier is better. There are no entrance exams for foreign students, but you do have to show a proficiency in Japanese by scoring highly on the Japanese proficiency exam sanctioned by an educational institution or by the Japanese government. And the Kanji proficiency exam (Kanji kentei). You can go online and find some practice questions online. Search with 漢字検定 or 日本語検定.

As for learning to speak Japanese, there aren't a lot of sites that offer real time Japanese lessons, but if you are willing, I can supply you with several teachers. I teach at a university in southern Japan and several of my students are studying to become Japanese teachers for foreigners. So they are willing to teach for free. If you are willing, you can message me your email address and I will send it to my students. Then my students will get in touch with you to work out how you want to proceed. Let me know.

Good luck.

If you don't speak Japanese well, you can go to school in Tokyo at Temple University Japan or Sophia University. Other than those there are obviously plenty of Japanese universities that you could attend.

And good luck finding the Marji over there!
