Spanish is my first language, so I'm still learning English, and speculating is one of the word I don't really know. Sorry.

These sentences sound like verbs. Are they really adjectives?

Are you sure the word is "speculating"? That is usually used as a verb. "Speculative" is an adjective. Try "The topic for her report is just speculative until she does more research." In this case, "speculative" is a predicate adjective (an adjective that is placed after the verb but that modifies the subject) and modifies "topic."
