Well I don't know about animators per se, but programs to make gif animations that I can help you with! ;)
- THE tool of the trade : Adobe ImageReady (comes with Photoshop).
- I've also been using Gamani's GIF Movie Gear for 10 years in order to have complete control on what's going on with frame replacement and especially timming. ImageReady can be retarded with that and palette managment sometimes.
- For advanced animation and colour palette manips (can be used as gif animation trics too) is Cosmigo's ProMotion. Lovely tool that saved my sanity and life on one specific production...
