Mainly because it was imposed by the occupation and thus resented from the get-go. Maybe it would have caught on if they thought it was their own idea, or at least had some input into GHQ's decision to implement it. When Japan became sovereign again daylight savings time was one of the first occupation reforms they dropped. Salary-men traditionally work at least until it's dark outside. Daylight savings time would thus mean more work, not more golf. Farmers get up at dawn in any case, what do they care?

Well it's important to understand why anyone observes daylight savings time. Basically it's a government sanctioned period on our calender where we change our clocks, to adjust how long our day is with the hopes of adjusting our energy consumption during the year. Japan did observe daylight savings time. In Japan, Daylight saving was introduced after World War II by the U.S. occupation but was dispensed with in 1952, following opposition from farmers. Despite efforts by the Ministry of International Trade and Industry to have daylight saving introduced to cut Japan's energy consumption, opposition from farmers and the Ministry of Education (which was concerned that lighter evenings would entice school children from their homework) has continued to win in parliament.

I think a better question is why is there daylight savings time in the US?? It is suppose to save money on energy but I have heard some people argue that.

Maybe because they're smart enough to know it's a waste of time ? You can't change time, can you ? I've never heard of "summer time". Our time change happens in spring, not summer. Spring forward, fall backward. It's never helped me.
