After 50 years it is pretty clear that it isn't working and in some cases it has demonstrated itself to be VERY counter productive (e.g. Somalia). But instead of adopting a new policy strategy, we are told that only a 'few' more billions are needed, and nothing changes.

Why are people so willing to accept this, and how can the aid programs be improved to make them beneficial to people they are 'helping'?

I think the politicians understand, even though mainstream america doesn't, that no aid will ever "fix" the problem. It's like homelessness here, it will ALWAYS be here. The reason for the aid is to gain some political advantage.

Some country will say, "We are going to flood your markets with our cheap widgets thus destroying the US manufacturers", so a politician says "How about some aid for education in your country? Will $2 billion a year do it?"

"What widgets? Let's shake on it"

Have you seen the other side of the coin? Watch CNN, or FOX news. When the survivors of Katrina got money, it was mostly given to the survivors in their hands. It showed these people taking that money and buying cases of alcohol, gambling, buying stupid things. Not trying to rebuild their own homes, or find another place. That money was given to them to help start over. Yeah, it is political, I agree with that, It seems one country will outdo the other, just to look better. But you guys have to know what's going on. Now these people that squandered their money away, are crying poverty and saying "We need more help". To be honest, I am sick to death about hearing of Katrina still. The tsunami was so much worse. It hit 4 different countries. That didn't stay in the news as long as Katrina did. How much was done for those other countries? I don't know because I never hear how they are doing. Forgive me for sounding off. but it really makes me angry some times when I hear of things like that.

a homeless in america would not be that poverty in 3rd world.

if the money is moving.,,, it will always give profit to someone.
