I'm guessing you didn't build it itself, or that might be an easy self answer...
I'd go for canned air, 'bout $5, almost any tech store or walmart will have it. completly unplug it, open the case (probably a couple screws at the back, then slide) and blow away. I'd take it outside or grab a lil face mask first, those things can be UGLY. Be sure not to touch anything except for the case and the frame, to reduce the chance of static frying the circutry.
Be sure you get the fans, any vents in the case, and the heat sink around the processor (it should be a box thingy, about 4 inches cubed, probably with a fan sitting on top of it on the biggest circut board)
Move it out from under the desk, and get it somewhere where it has decent air flow, if you've got pets keep them away from it as much as possible. (my dog knows that the few feet around my computer are off limits, while hair is unavoidable, I don't want more than it's fair share!)
If that doesn't work, you're looking at more difficult things, like lowering the speed in cmos/bios (especially if you over clocked) or replacing fans, or installing different cooling, all of which I'd find someone with hardware experience to do.

Many of the newer Pentium 4 and Pentium D processors run very warm. There are a few things you can do to help keep it cool. One is to upgrade the heat sink and fan on the processor itself. You can also add case fans to increase airflow. Also be sure that the case and all fans are free of dust as this will restrict airflow.

There are a number of things you can do ... get a bigger fan fitted ... you may find that the thermal grease has dried out and is not acting as efficiently as it once did ... short term fix is to take the side off and let a fan blow cool air into your tower (though this will increase th risk of contamination and dust and dirt getting into your computer) take it to a repair shop and let them have a look at it

Clean the processors heat sink, this is a typical problem for pc's that have dust built up over time, this prevents the processor from cooling properly......You can take it to Best Buy "geek squad" or get a can of compressed gas at wal mart "in the computer section" and open the computer up and do it yourself.....

Maybe the inside is too cluttered. Arrange the cables properly.
Maybe you have insufficient fans. Add more fans or do it my way, open casing and place a standing fan beside it. ;)
Maybe the area around your PC is very small. Make sure there's at least an inch of space around it and around 5 inch of space for the back.
That's all you need to solve your hot computer problem. :)

Best thing to do is buy a large CPU fan. These can be mounted easily on your motherboard and usually cost anywhere from 25-70 dollars. Make sure you buy made with copper not aluminum. Defiantly open the side up and blow all the dust out.

i'm a computer tech.
lots of manufacture are having problems with the computer being over heating and even burning people sometimes.
this is a known issue.
call your computer manufacture and tell them that your computer is getting to HOT.
they should repaired it, with out any cost.
if is less then 2 years. do to a known issue.
