Athena because she was born destined to rule the heavens, and that is why Zeus ate her and her mother before her birth.Here is the story.

One Olympian divinity,Athena, had unusual birth. . Zeus and Metis, daughter of the Titan Oceanus, were the parents of Athena. But Gaea had warned Zeus that, after giving birth to the girl with whom she was pregnant, Metis would bear a son destined to rule heaven. To avoid losing his throne to a son, Zeus swallowed Metis, just as Cronus had previously swallowed his own children to thwart succession. Metis’s child Athena was born from the head of Zeus, which Hephaestus split open with an axe. Athena, another virgin goddess, embodied the power of practical intelligence in warfare and crafts work. She also served as the protector of the city of Athens. Athena sprang full-grown and armored from the forehead of the god Zeus and was his favorite child. He entrusted her with his shield, adorned with the hideous head of Medusa the Gorgon, his buckler, and his principal weapon, the thunderbolt.Athena was also a patron of the agricultural arts and of the crafts of women, especially spinning and weaving. Among her gifts to man were the inventions of the plow and the flute and the arts of taming animals, building ships, and making shoes. She was often associated with birds, especially the owl.

The most powerful god was Zeus, the king of gods.
But even he is the most powerful god, he is totally weak against 3 goddesses the Fates (the goddesses of destiny).
We can see Zeus in Iliad trying to help his son Sarpedon who dies, but Hera tells that he can't go against destiny !
Fates were daughters of Zeus.

Zeus, of course. He was the God of the Gods, the ruler of the God kingdom so to speak. All others, though Gods in their own right, were subservient to his rule.

Specutivly speaking it would have to be Zeus

However if you are asking my opinion they i would have to say Hades because of the vasteness and ever expanding world he lived in.

Also if you expanded your question to include goddesses i would definatly have to say Athena... She just rocks.
