1) 5 max

2) You would be pushing it with anymore than 5 black skirt tetras

3) Other tetras are good, they can pick on other fish but usually uncommon.

4) 5 black skirts and 6 neon teras would be way too many for a 10 gallon tank. Remember it is 1 1/2 inches of FULL GROWN fish per gallon.

Usually people don't want to upgrade a tank even if they say they are going to. Its best just to plan ahead of time no matter what and account for the max size of all the fish you are adding to the tank. If you plan on upgrading later, then you should get more fish later.

Hope this helps out.

You could keep 5 black skirt tetra in a 10 gallon tank. No, you really shouldn't add additional fish with this number. If you wanted other fish, you would need to reduce the number of the black skirts. In other words, you can have 5 total fish, whatever different types of tetras you might choose to keep.

i would take a tape measure and measure your tank again to be sure, b/c i dont know any tanks with the measurements you gave. a 10g measures 20x10 on the foot print. but anyway, onto the rest of ure question
blackskirts should be kept in groops of 3 or more but you shouldnt have more than 6 fish in a 10g tank and that includes any algea eaters or bottem beeders you choose to have. any comunity fish can go with the black skirts but occasionally they will pick on some smaller fish. neons and black skirts are compatable but the numbers you mentioned are far to many fish for a 10g, if you choose to get neons also beware they are very dellicate and sencitive to water conditions

2) no you are overcrowding your tank by 2"

3) any big tetras like diamond and garnet etc. or livebearers like platies and swordtail and guppies

4)no because 1. your overcrowding your tank and 2. they will eat the neons

the one inch per gallon rule is BS. even the guys at my local pet shop say it is. but it depends on the species. schoolers such as tetras can have as little as 2in per gallon. you could put like 5 and 2 corys
