Mainly bc States n Counties are not able to raise enough money for matching Fed repair funds. So they can't keep up with maintenance. The Governments the roads go thru are strapped for cash, so they sell the right to put up tolls to a private company, they promise to keep the road safe n smooth for... forever usually, for wholly gross amounts of $$ up front, to help finance their shortfalls and fund new projects. Hundreds of Millions of dollars suddenly in the coffers of your local government. woopie! BUT wait!
When the money they get runs out, we're left at the mercy of a private corperation running an essential infrastructure essentially forever. VERY DUMB!

Because in most cases the government doesn't pay for the up keep of those roads,so you do.

Basically, it's a "use tax". It's felt that drivers who use the roads should help pay for the upkeep. It lessens the tax burdens of the rest of the general population.
