They float and sink by means of compressing and expanding air into their bildges. When they want to float up they fill their bildges with on board compressed air. When they wish to sink they compress the air into storage tanks and then the bildges fill with water making the sub heavier.

Today's subs are powered by nuclear, diesel and battery driven props.

Most are coal-fired, but there are a few that are run by 8 or 10-man handcranks. Our biggest nuclear subs are run by a combination of solar power, wind power, and handcranks. These larger vessels require at least 12 men to crank them.

The coal fired ones don't work well, however; the crew asphyxiates rapidly. This is why there is such a high turnover rate in the Navy. But gradually the coal engines are being phased out in favor of the modern composting motors. Not as much asphyxiation, and better for the environment.

Also, congress has passed a bill which will approve the transfer of hot air from the capitol building to battery plants, which will charge up large batteries which will in turn be used to power the subs, as well as electricity for the wet bar at the Kennedy compound.

submarines sink and float much like a tooth pic.

submarines fill with water around tanks in there outer edges so they can sink, and when they want to float they pump the water out.

imagine a tooth pic that has a sugar cube glude to it. The tooth pic will sink because it is hevier than water, as the sugar disolves, the tooth pic rises again.

If they're full of air, they float. To sink, they pump water into special compartments - just enough water will keep them at a certain depth - it takes a fair bit of adjusting if it's not computerised. The engines are electric, and the power can be nuclear (just like a nuclear powerplant), or diesel when on the surface, and battery powered when submerged.
