Although tap water is free of organic waste it does contain many dissolved minerals. Like sodium, choloride ions, sulfate ions etc. Do these dissolved minerals increase or decrease the dissolved oxygen content? Why?

The diisolved salts increase the content of dissolved oxygen.

Think of Oxygen as a molecule of momentary changes in its generally nonpolar nature due to van der waals forces, But the presence of ions or charged particles have a way of making momentary variations in the nonpolarity of oxygen, causing it to stay more in solution than in an otherwise water completely free of ions.
