GIMP 2 is an amazing unfastened image enhancing software. this is going to resize a picture exceedingly plenty although this is slightly extra complicated than you choose whilst good old microsoft paint will resize a picture lol.

Depends on what language you want to program in, if your a beginner programmer than i would suggest basic(such as qbasic) or c(devc++ is a good one) also go to your library and find books on such languages

Goto microsoft and get Visual Studio Express, its FREE.

Microsoft has a lot of video and text tutorials.
