Dubai is actually an Emirate in Uniter Arab Emirates or UAE for short. An emirate is something of like a state in the US. UAE is a collection of many emirates together. Dubai is one of them. You also have others like Abu Dhabi, Ajman and etc. Muscat on the other hand it the capital city of Oman and not a country.

I am living in Saudi Arabia for a very long time and let me tell you, there is no country in the Middle East as free as Dubai. Dubai is practically a European styled state except for the very hot weather.

Muscat is a city, not a country. It is the capital of Oman, to be exact. I've lived there for three years and have found it to be no less liberal or tolerant than Dubai. That said, you should of course be respectful of the people and their beliefs. Dress conservatively, don't insult the Sultan, and you should be fine. Muscat is a beautiful, wonderful city. If you're going, I'm sure you'll fall in love with it.

Muscat and Dubai are both cities in different countries.

Muscat is in Oman, Dubai is in the UAE.

Oman is quite free, almost like Dubai, but its a bit laid back.
