Gigahive.com has many account options, including a very pleasing free one. 1GB of storage and 10GB of bandwidth monthly, and for some reason, even with constant hits, it never shows up in your account's settings page that any percentage of your bandwidth has been used. This may also be true for premium accounts.

Sometimes that is regional. Did you try AT&T they have DSL for $14.95/month in my area. But I have a friend nearby who can't get it at any price.
