cactus league is for all teams that train in arizona. grapefruit league is in florida. They do not play each other and they really honestly don't mean anything other than keeping track of wins and losses.

Nothing matters until April 1.

The Grapefruit League is based in Florida. Most of the MLB teams train there. The Cactus league is based in Arizona. Fewer of the MLB teams train there. A lot of the California based teams are in the Cactus league like the SF Giants and Anaheim Angels and SD Padres and Oak. A's. The Dodgers who have Spring Training at Dodger Town in Vero Beach Florida (one of the first franchises to have annual spring training in Florida) are actually moving their spring training to Arizona starting next year.
