also everyone says to spray the inside of the chain... does that mean you dont need to spray the outside at all? I spray the inner part of the chain at the rear sprocket and rotate the wheel until i have gotten the whole chain... how does this sound?

If you really care about your chain. Keep it very clean and use a very high tack oil. Mobilegear 630-7** or vectra are very good. Get a metal bucket or an old metal cake pan, remove your chain, CLEAN IT, place your chain in the pan/bucket, add just enough of this type of oil to cover the chain place it in the oven OR on top on a burner. Heat to approx 170-200deg f. let the chain soak. Pull the chain out every few minutes and flex/move each link. do this until you feel the chain has been lubed.

Spray lubes are the lazy mans way to lube. it only covers the outside. But our chains have o-ring seals to prevent the entry of dirt and exit of lube. Having lube on the outside is ok, but its more important to get that lube inside the links. adding spray lube to a hot chain will not make a difference. I tell you to heat the oil and let the chain soak. mobilegear and vectra oils are very thick and tacky, when that oil is at room temp it is as thick as honey. Heating the oil will make it more like syrup. Easier to enter past the seals.
I have repaired enough bikes to know this.

The first 2 answers are good but also remember to lube your chain after a ride, when it is hot. The expansion will allow the oil to penetrate into the rollers.

Inside / outside don't matter. Rollers roll.
Spray until it looks wet, then give it 5 minutes to set up.
Or follow the directions on the can.

Dripping, or a lot of sling off are good signs you used too much.
