Try holding the CTRL key down and slowly scrolling the wheel between the buttons on your mouse..
If you don't have a scroll wheel mouse, click on View, then Text Size and choose a different size.

Although other answers were right about changing the font size in IE (View>Font Size), some websites set a specific font-size that will not change even with that setting.
So, it also depends on the individual website.

If you're using internet explorer, go to the item on the menu (up at the top of your screen) that says view. Click that, then go down to where it says "Text Size". Just keep making it larger until you can read it comfortably.
One caveat: As a web designer, I know there are ways to circumvent text sizing. Don't be surprised if a few of the pages you go to keep the same text size.
