We have done both Annie and the King and I at our theatre, and while usually you would have an actor shave their head, we did not and it worked fine. In Marvin's room there is a woman who could shave her head (also Wit and other shows about cancer patients), but the same affect can be achieved with make up. Usually it is the director who decides whether an actor is "required" to shave his head, not the play. It's really their decision.
