Following Countries had colonies. I'll list the colonies I know they had.

England: US, India, Hong Kong, South Africa, Australia, New Zealand, Egypt, Sudan, Jamaica, later Canada

France: Early Canada, Algeria, Tunisia, Morocco, Lebanon, Vietnam

Belgium: Zaire and the Congo

Portugal: Brazil, Mosanbique (africa)

Netherlands: Indonesia, New York City,

Spain: Mexico, Cuba, all of Central America, Columbia, Peru, Phillipines,

Germany: Cameroon, some Pacific islands,

Japan: Korea, Manchuria

You mean colonialism era that europe raped the world? if it is so then the answer would be Briain and France. If your Q includes ancient times and middle-age, then the answer would be Persia, China, and Rome

Great Britian, France had colonies all over the place, i think belgium had some in africa, along with germany.
