restrict adult programs from children

Setup user accounts for adults and children.
Set a password-to-open the adult account.

From Internet Explorer:
Tools
Internet Options
check, carefully, the Security, Privacy, Content tabs.
On the Content tab, check "enable"
you can keep garbage down to 0
On the Content tab, Enable, General - you can set a password.

Additionally, you can keep their PCs out in the open. My son's kids' computers are lined up outside his home office.

Adult programs...lol. Make two seperate Users. You being the administrator, your child(ren) being a restricted account. Only install these "Adult programs" on your User. That way, they can't see it. In addition, make a password for it so they can't get in. You can do all of this by going to Control Panel, then User Accounts.

First set up accounts so that you and/or another trusted adult are the Administrator and the Limited User. Give the children Guest User accounts only. This will prevent them from have access to Windows setting and program setting and changing them. Here are a couple of Microsoft sites about setting up accounts:
