how can balance of payments help a developing country e.g. kenya.?

The problem with Kenya is that it is not really developing, it is upsidedown, and having financial problems. People in the US call it developing, but it is not developing.

If it were developong balance of payments would help it because it would begin to pay down debt and gather more equity.

Kenya is so far from this, that it still needs a lot of handouts.
