On a Windows XP or newer machine go to the command prompt and type:

shutdown /m \\computername /r /c

I have to type the "/m" on my Vista machine to do remote reboots, but Microsoft's article does not show that switch. I would type "shutdown /?" on your machine to see the argument list for your OS just to double check. Obviously replace the "computername" with the name of the computer you wish to shutdown remotely. You must have admin rights on the PC (i.e. domain account)

For those who responded that it is not possible, just know that many things are possible to do remotely on Windows machines... using built in features.

I included the KB article on the shutdown.exe tool and a second article with alternative methods.

This pertains to the remote part of the question, though I think I may be interpreting it wrong:
Get a Wireless Keyboard (mine is the Logitech MX 3200) and edit the hotkeys to preform the tasks. Or look into higher technologies by asking a professional at Bestbuy or any other electronic store. .
After all there is no information on this topic. If your computer is messed up, then contact the provider. Yahoo! Answers is useless in serious problems.

It can be done if the other computer is on the same network.

To perform a remote shutdown
1.
Open Computer Management (Local)

2.
In the console tree, right-click Computer Management (Local), and then click Connect to another computer.

3.
In the Select Computer dialog box, click Another computer, type the name of the computer that you want to restart or shut down, and then click OK. You can also click Browse to search for the name of the computer. (you can also use the IP address if known)

4.
In the console tree, right-click Computer Management (Remote computer name), and then click Properties.

5.
On the Advanced tab, click Startup and Recovery.

6.
Click Shut Down to open the Shut Down dialog box.

7.
Under Action, select the actions you want to perform on the computer to which you are connected.

8.
Under Force Apps Closed, select the circumstances under which you want to force applications to close when you shut down or restart the computer, and then click OK.

This can also be done via command line, but if you are already familiar with command line, you will not be here asking.. (no offense)
