We all know life would be much simpler without rules. Why then do governments inforce them?

On the contrary. Life without rules will be chaotic. Just take Yahoo Answers for an example: if the administrators didn't enact rules, then this site would be filled with trolls, spammers, abusers, etc.! I saw a spammer yesterday who entered some kind of a promotion in almost all available questions that was posted here. The entry didn't even have anything to do with the questions!!!

There will always be rules, as long as one person or group seeks to control others. Every culture, every religion, every society, every group has rules.

The benefit of having rules clearly defined and written down is that you know what the lines are. Rules give you a warning. You know what is expected and what is prohibited. There is very little ambiguity.

Compare that to a system where you can be punished if someone else doesn't like what you did, but you didn't know what the lines were.

Govts have the primary job of protecting their citizens, the members of the society. Most rules (laws) are written for that purpose. At least, that's what the rule-makers claim.

Oh MY GOD! without rules this world would be caos!!!! If there was no laws, ppl would get robbed all the time, there would be car crashes becuz ppl wouldn't stop at the stop lights and u would probley be murdered becuz all the ppl that went to jail for being murderers would be out of jail!

Because since they have the power to do it. They want to make people suffer under their rules while they go around breaking them. Its called, "Breaking the Rules" cycle. Its very common in Antarctica.
