what is that rod made out of?

yay.
i found a good substiute- a rod from a kite.
it works in a similar manner.

what's the best way to connect it to the wood?

There are several commercially available items that can fit the bill.

One place to look is a fiberglass rods used to pull and push wires with. They've got great spring action and can store quite a bit of energy when flexed. Another option is to get a used, fiberglass fishing rod. You'll have to strip the line guides off but it will have similar energy storage capability.

Looks like the end of a fishing rod based on the picture. Probably fiberglass.
