Use a volt meter on it but be sure you don't touch it will knock you for a flip. Most that I have messed with have a reading of somewhere around 600ACV. It is just a charge system to give you that extra ump when starting. Good luck.

Capacitors have a rating... they can be tested with common electrical tools. Check the side panel of the capacitor. It will tell you what it "should" be doing. then test it using a ammeter and or voltmeter. A capacitor should hold it's rated charge for a rated amount of time before dissipating, since it is nothing more than a temporary battery. All details can be found on the capacitor itself.

It would be cheaper to replace it and see if the fan works unless you have access to a tester for capacitors. The capacitor should not cost over 6 or 7 dollars.

IF THE CAPACITOR IS SWOLLEN, ID REPLACE IT. OR DO THE CHECK WITH A VOLT METER. I ALWAYS CHANGE OUT THE CAPACITOR WHEN I CHANGE A MOTOR. IT IS A CHEAP PRICE TO PAY WHEN THE CAPACITOR COULD BE THE REASON THE LAST MOTOR WENT OUT. IT COULD BURN OUT THIS MOTOR TOO.

Check it with a meter that has a capacitance check on it.
