Depends on individuals but generally no. What the 1st sentence is trying to say is that a woman who has good techniques for leg rides and such can beat an overall stronger man.

Women's legs aren't stronger than men's. However, they do have greater leg strength in relationship to upper body strength than men do.

Of course this means that the man would have greater upper body strength.

women's center of gravity is the hips, for men it's the mid torso. so, the legs are closer to the midpoint and can have greater force.
