Generally, yes, it's probably just dried out from friction, or other conditions. Just moisturize and it should go away.

Yes.. he must have used shampoo or a strong soap to jerk off? not really, im kidding.. but I have heard stories! Dont be worried its just dried out.

Yes...men can get yeast infections. The symptons you have spoken of are similar.
