Small tank (15-25 gallon), basic fish (tetras, corey cats, etc). Is an undergravel filter a smart move, or just go with the basic hang-on filter, or a combination of both?

You could go any of the three ways. The undergravel is less popular now than it once was, but it still has it's uses as far as I'm concerned. It's not the best way to go, if you're only using the air pump, but with a small powerhead it works for a small tank, or in combination with a hang-on-tank type for deep tanks.

Undergravels are fantastic for certain uses. Breeding tanks for example. They offer great biological filtration, fair mechanical and no chemical.

Hang on filters offer fair biological, good mechanical and good chemical.

For a basic comminuty tank in the smaller sizes I would suggest the hang on.

No. Underground filters are no longer efficient and create extra artwork in the long-term via trapping "dirt" below. extra aquarists are not to any extent further helping using below gravel filters. Above fixed filters are the final maximum precious.

Under-gravel filter is the better. Only use a "hang-on filter" if you think that the under-gravel filter does not work well on it's own.
The under-gravel filter is the more natural, and the cheapest!

I never used a "hang-on filter" on any of my smaller tanks. (only on my 240L tank)
