I take a two pronged approach. First soak the seeds over night, the ones that swell can be planted. Then I use a nail file to "breach" the coat on the stubborn ones and re-soak. RScott

Crengle is correct. Soak them for 24 hours before planting. Lupine is mildly poisonous and a biannual. Won't bloom the first year, will bloom the second and reseed itself.

i find that soaking them in water works but they are hard to propagate
