0.001= 1 : 1000 or 1 over 1000 = 1 / 10³ = 10-³
c.10-3
The exponent ³ correspond to three zeros (1,000).
Negative exponent because is a fraction.

=1/1000 {converted into fraction]
=1/10^3 [1000=10*10*10=10^3]
=1*10^-3 [exponent sign changes when transferred from numerator to denominator or vice-versa]
=10^-3

10^-3 is the same as saying 1/(10^+3) = 1/1000

1/1000 = 0.001

the ^-3 part tells you that the first signiicant figure is in the third decimal place. 10^-3 is the same as 1 x 10^-3. The 1 goes in the third decimal place.

for another example 4.5 x 10^-3... the 4 goes in the third decimal place, so = 0.0045

move the decimal point to the right.

0 . 0 0 1 0

count the number of arrows & make it the exponent
(move to the right is negative exponent)
(move to left exponent is pos.)

0.0010 = 10^-4

(dont be confused with 10^-4 & 1 X 10^-3)

X in the latter should not be multiplication

Going by the tens place it would be D I beleive. To get the ones place you move to the right (negatives) three places, one more to the right is the tens and that would be four moves. So if my reasoning stands correct 10 to the negative fourth.

10^3 is one thousand, so 10^(-3) is one thousandth.
