In The Hitchhiker's Guide to the Galaxy, there was a company that built planets all the time. They built Earth, and a man called Slartibartfast carved the glaciers. Heck, they even had a planet made of 24K gold.
As to the original question, wtf are you talking about? Last I checked, NASA is not really into building planets these days.
