Yeah, the closer to your eye, the more your eyeball will tear up. It's a self protective, or "eye protective" reflex.

You just have to get in there and pluck them. Every time you pluck them, the hair will grow back but not as thick. Therefore, the next time, they won't hurt as much. But there's always that first pluck. I know.

I would suggest plucking right after you get out the shower when the hair is softer. I also use lotion to diminish the pain somewhat. Be sure you only pull one hair at a time, which kinda adds to the agony. Sorry, but beauty hurts at times...

Threading is a great option..not painful at all,and all natural. No pulling or chemicals, and delivers a precise arch. hard to find a salon that does eyebrow threading..and shop around..it should be inexpensive. I get mine done for 10 bucks,I have seen them in other citys for as low as 5 bucks. But the high end resorts charge you around 50.00

Always pluck in the direction the hair is growing. If you can, pull your skin with your other hand in that direction, it'll help. Oh, isn't it a pain to be beautiful?!
