a program thats running in background is utilizing that folder. click ctrl, alt, del key and end the process of programs you're not using then try delete the folder.

next step, click start, run, type msconfig, hit ok. startup tab on top, uncheck the unnecessary programs running there that start up when you turn on your pc. apply reboot and try deleting that folder again.

Restart it will null all the connections. Then try deleting it. If it still is a problem, go into safemode and kill it.
