I think in the beginning he can only feel pity for Helen and allowing her to behave like an animal means he believes that's all she is. He sees Annie Sullivan as cruel when Annie demands more of Helen.
In the end, he has learned respect for both Annie and Helen. His eyes are opened to new truths; Annie has educated his heart beyond its narrow parameters. In the end he's humbled and comes to realize both Annie and Helen are something extraordinary and he begins to truly love Helen and not just pity her.
