i pressed the key with the flag and nothing happened.. PLEASE HELP THIS IS UEGENT!!

Restart and see if its there. If not, you are infected with malware that turned it off. Search how to start in safe mode with networking (tap F8 key while starting pc). Dont use this for everyday stuff.
Download superantispyware and run it. Kill anything it finds. See if this fixes. If not, and you dont already have antivirus, download and install the free avast antivirus. Schedule a boot scan. Something has you blocked. Keep looking for it. You may have to do a repair of windows.
