If you're a smoker then you probably have smoke film on the screen, made by a mixture of tar, smoke, and dust. The best way to remove this is to use Windex on a soft paper towel or use a washable 3M Microfiber cloth (AKA Micro Cloth). WARNING: THE FOLLOWING SUBSTITUTION IS FOR GLASS CRT MONITORS ONLY. DO NOT USE ALCOHOL ON LCD MONITORS, USE WATER FOR LCD INSTEAD. SEE WHY HERE: http://lifehacker.com/software/lcd/how-to-clean-an-lcd-monitor-179659.php/
You can use rubbing alcohol as a substitute for Windex, but just make sure that you don't saturate the cloth. Spray the fluid on the cloth first, then wipe the screen.
Here's a link to one of their products:

The best way to keep the monitor or computer clean is to be clean yourself. Vacuum and dust regularly. If necessary, use a De-ionizer to remove smaller particles such as those created by smoking.

If the screen is an LCD screen, then it sounds like you may have already used some sort of harsh solvent to clean it. This is known to cause a cloudy-like effect on LCD screens.

If it's just really dirty, I suggest using http://www.pixelclean.com . This product is alcohol and ammonia free, these are known to harm the screen.

Good luck.

DON"T USE ANY cleanser!! All you decide on a marginally damp fabric this is all. and cleanser will depart streaks or marks and a few of them will harm the sleek plastic end that many video reveal gadgets use as we talk. Micro fiber towels artwork properly on monitors and gentle plastics as they gained't scratch them up.

it could just be the thing your watching, or take a damp clean and smooth cloth along the screen then dry it with the other end of the cloth, that works..

You can't force it to stay clean, but get an anti-static cloth and wipe it regularly. The anti-static cloth will help repel dust for a period of time.

do NOT use any kind of alcohol...repeat, do NOT use any kind of alcohol, including windex and such... most screens have some kind of anti-glare layer that will be destroyed if you use alcohol to clean it... in fact, it's quite possible that this cloudy film you're referring to IS the anti-glare layer.
