March usually has good kite flying weather. What type of kite are you trying to fly? Some do better in strong winds while others are better suited for lighter winds. If you're unsure, check with a kite shop.
Most kite festivals along the coast (Long Beach, Westport) are in August.

Yes, anytime you have changes from wide temperature variations you will get wind, but educators choose March to discuss weather, not only because we go from winter, to spring on the calendar, but also because it's a time you can count on flying your home made kites.

Yes... March supposedly comes "in like a lion" and goes "out like a lamb." But as far as I'm concerned, any time is a good time for kite-flying!!!
