The capacity for cruelty is human, not European, African, or Asian. The capacity for kindness is human, too, not American, Russian, or South American. If, in your studies, you are objective and reject politically biased or ethnocentric views of history, you will come to understand that better. Also, avoid generalizing. For instance, cruelty has few parallels in recorded history than that cruelty which was done in Europe between 1939 and 1945. What about since 1945? Maybe China, Russia, or African countries collectively might be considered to have hosted more cruelty between 1954 and now. Also, you did not define what you meant by "cruelty." Is war inherently cruel, or is war how we win peace and therefore a good thing? Is Christianity cruel? Is Democracy cruel? Is Communism cruel? Is Socialism Cruel? Is Capitalism cruel? Is it cruel to spend so much money on video games and sports programs when we could use that money to cure disease and reduce suffering around the world? Your question is too big and too general to be answered simply, if ever at all. So, get busy. Read and study extensively. Analyze history and human nature tirelessly. Even then, though, you might come to an undertanding, but you will probably never develop a satisfying answer to your question. And, you know, it is probably a good thing if you don't, because if you do, we might stop wondering what is or is not cruel. If that happens, humankind is in deep trouble.

Are you serious!?!?!?! All Europeans aren't cruel. All Americans aren't cruel. All Iraqians aren't cruel. All Swedens are cruel. The list goes on. You can't make a presumption about an entire country because a few people. I am an American. We have Charlie Mansion, Jeffrey Dahmer, Ed Gein, Ted Bundy, the Oklahoma bomber(s), rapers, murders, child molesters, etc. Evil people like this live in probably all countries. Then there are ones that we never know about and never catch.
What are the "cruel ways to punish a person"? What about what Saddam Hussein did and had done? Hands cut off for stealing, tongues cut off for lying, feet cut off for running away from his men, women killed for adultrey yet they were raped by the man who was cheating on his own wife. I think these are cruel ways of punishment.
Your question, statement then last sentence makes no sense.

I'd say Asians are most cruel.
The Chinese invented some of the most painful forms of torture and executions known to man such as death by 1000 cuts.
The Japanese were the most brutal during the war, the way they tortured, looted and raped across Asia, and mistreated Allied prisoners. They used crucifixion before the Romans.
The Russians are responsible for some of the worst human rights abuses throughout their history, especially against the Poles in the 1860s. Worse than England's treatment of the Irish.

Europe is the smallest continent, but is divided into many countries. This has created many disputes involving land borders and countries vying for power. America and Australia aren't old countries, from a Western standpoint, and so much of the history of the world has been seen through a European filter. I'm in the UK and at school we were only really taught about European history.
Europeans are no better or worse than anyone else; their circumstances dictated the way individual countries behaved at any given time.

Every society is guilty of violence and torture:
Aztecs & Mayans - human sacrifice
Carib Indians of the West Indies, New Guinea, & Aztecs - cannabalism
etc. etc. etc.
Europeans certainly are far from innocent, I have yet to hear of anything that can even be compared to the Holocaust in terror and numbers, but violence is a part of any society. I think as societies evolve and the masses become better educated, they become more humanistic and focus more on stability than gain.
Also, as societies become less focused on religion they seem to become more peaceful (with exception). A large part of European violence had religious undertones, as economic and political power were closely intertwined with religion.

If you read about what kind of cruelty was used in other parts of the world, you will not think Europe is so bad.
I think the more humanitarian way of life now is due to the long influence of Christianity and Judaism. Cultures do not change overnight, but they do change.

I don't know, I have heard of some pretty horrific things done in other places, like a million massacred by machetes in Rwanda, or abandoned children as young a 4, living on the streets in South America and be beaten and having their eyes poked out by the police...
