Can't get it for free. Even in the state I live in, MIchigan it can cost $10.00USD (paid by charge card or debit card) and $35.00 for an indepth. For $35.00USD you must be get the finger prints of the person you want the background and the person must give his or her permission. For $10.00USD, unless the person was a felon, you will get nothing. Those services you see on the internet, it costs them so you will have to pay.
She is wrong, any records by the state is called public domian. You pay your money you get your public domain information.
