Often when I urinate, I go to "put it away" and it leaks a little, sometimes lets a lot of urine out, even after I thought it's totally drained. Any ideas?

Also, a patch of small what you might call whiteheads, cover my entire penis and scrotum. I don't believe it to be an STD- they don't hurt, they've been there for 10 years or so, and dont meet the description of genital herpes or warts. It almost looks like they are beneath the skin of my lips too. I was 14-15 when I had a brief period of anal/oral sex, but we were both first timers. Any ideas?

Okay...two different issues here. I suggest you see a urologist to have the leaking issue addressed. It could be that your bladder is not emptying completely and the cause would have to be determined by your doctor.

As for the white spots, they could simply be Fordyce's spots. These are normal, very common and absolutely nothing to worry about and, yes, they can also appear on the lips. They are simply sebaceous glands. You can see a close up photo of them here to see if this is what you are talking about:
