i doubt you can do it or at least do it without a whole lot of trouble. your best bet would be uninstalling the drive software.....and then before you try reinstalling the drive software, you have to completely erase all of the evidence you ever had this program on your pc, if not, upon reinstalling, the software will realize what you tried and of course, remember that you ran out changes. to cleanly remove all evidence, you would have to find all the registry keys that were made by/for the drive, erase the ones that were created and probably change any that were modified back to the old values. messing with the registry is NOT for the inexperienced, if you make a single mistake, you can ruin your pc, and have to reformat and reinstall your operating system and all of your files and crap will be gone. like many free trials for software, somewhere the program will in the registry place a key that remembers how many times its been installed or uninstalled, any license expiration dates or in your case the number of times you have changed the region .
after all of this, it still may not work, because if there is something in your system volume information file, which you can't access to change, then it will have been all a waste of time

Well as far as I know - you're now stuck. That's the whole point of permitting you X number of region changes, it's meant for if you move into a different country/region and keep your drive/PC.

Too bad...once you're out of changes then thats it...sorry but you might have to buy a new DVD Drive...Next time don't change it as much...
