Go with the AMD. Intel Celerons are the worst processors. Both are budget processors though. I'd recommend seeking an AMD Athlon since they are almost as cheap as the Semprons and much higher quality.
Processors from best to worst.
1. Intel Core 2 Duo
2. AMD Athlon64 (Turion64 in laptops)
3. Intel Pentium 4 (Pentium M in laptops)
4. AMD Sempron
5. Hamster running in a metal wheel
6. Intel Celeron

The Semprons I have seen are dogs - just like the celerons.
Go with a Athalon or Pentium 4 - the price difference is not that much.

Nah, Intel Celeron are pre-Pentium CPU technology. They don't have the multi-threading technology that AMD and Pentium have. So go with AMD...
