rub a paste of baking soda and lemon juice into the cement and let it sit for awhile.

If possible open your windows and let it air out.
Rubbing alcohol for whatever reason gets rid of cologne smell so if airing out is not an option try pouring some rubbing alcohol on the spot and it should at least weaken it tremendously.

It will evaporate in a few days so if it's not real strong, I would just leave it especially if it smells good.

use witch hazel....pour it on it let it set for a few days..then mop it up
