Trucks are axles....

Prices vary depending on quality of the axles.

From Wikipedia:

The trucks are further composed of two parts. The top part of the truck is screwed to the deck and is called the baseplate, and beneath it is the hanger. Between the baseplate and the hanger are bushings, also rubbers or grommets, that provide the cushion mechanism for turning the skateboard. The bushings cushion the truck when it turns. The stiffer the bushings, the more stable the skateboard. The softer the bushings, the easier it is to turn. A bolt called a kingpin holds these parts together and fits inside the bushings. Thus by tightening or loosening the kingpin nut, the trucks can be adjusted for steer. Some truck producing companies, such as Tensor, have produced innovations like the baseplate slider and board gripping nubs. The coloured plastic baseplate sliders help the rider to lock-in and slide more easily for nose/tailslide tricks. They also help to absorb and distribute impact energy from the board through the trucks/wheels and into the ground. Baseplate nubs are little moulded bumps on the board-side of the hangar. They sink into the wood when the truck is first installed and prevent the alignment of the truck from shifting.
