it could be your refrigerator or air conditioner kicking on,,older appliances draw more energy on your lines...in our old apartment when either the refrigerator or the electic baseboard heaters kicked on the lights would flicker or dim just a little. listen for your fridge or other large appliances to kick on and see if it flickers. if that's not the case i would call an electrician.

could be a few things but the problem might be your main breaker in electric panel or u could be losin a neutral wire in panel call an electrician thats local to you and have them check it out cuz it could be a problem for you as homeowner or could be power companies problem but electrician will verify what it is
