As far as I know, they follow the usual rules of order. With so many representatives from so many countries, why would it not be formal? Such rules make the meetings fair to all participants. Although, personally, if the UN disbanded tomorrow it would probably make no difference in the scheme of things.

Most of the UN dealing go on in smoke filled, backrooms. That's why there is little yelling at the UN.

Becuase they aren't doing anything, so they put this front on like they are. Name one good thing they did this year. Okay, can't do that, name one thing they did this year. Nothing yet?
